Brazil's retail confidence hits its lowest since 2021 as import parcels jump 79%

Brazil's retailers are entering the year's most profitable weeks with the least confidence since May 2021. The Icec, the retail-confidence index published by the CNC (Confederação Nacional do Comércio de Bens, Serviços e Turismo) on 29 October, fell 2.7% in October to 96.7 points — a fourth consecutive drop and the lowest reading since May 2021. "When the businessperson hits the brakes on hiring and investment, the whole economy slows down," said José Roberto Tadros, president of the Sistema CNC-Sesc-Senac.

The numbers, and the caveat

Every component fell. Current conditions dropped 5.5% to 68.2 points, the sixth consecutive decline and the weakest sub-index; 78.2% of retailers said the economy had got worse, the highest share since May 2021. Hiring intentions fell 2.8%, the investment sub-index 2.4% to 98.9 points, and investment in the companies themselves 2.7% month on month. The semi-durables segment (clothing, footwear, textiles, accessories) — the category that carries the fourth quarter — fell 5.4% in the month and 3.3% in a year.

The caveat: the Icec is a monthly leading indicator, built from roughly 6,000 companies in Brazil's state capitals. It measures intentions, not sales.

What the confederation is pointing at

The CNC cites Receita Federal figures showing declared international shipments rising from 14.4 million a year earlier to 25.7 million in September — up 78.7% in volume and 84.3% in value, to US$523.2 million. The 20% import tax on purchases up to US$50 was scrapped by a provisional measure in May 2026 and signed into law on 10 September. Fabio Bentes, the CNC's chief economist, says direct imports pressure retailers that do not face the same tax burden.

The demand has not gone away. A CNDL survey published in August estimates 81.2 million Brazilians — 61% of digital consumers — bought at least one imported product in the previous 12 months. But 61% said they would buy from Brazilian sellers first if price and variety were equivalent.

What it means for chambers and guilds

For a chamber, the Icec is a briefing document with a deadline attached. Black Friday falls on 27 November and Cyber Monday on 30 November, and the confederation's own data says members are entering that window with fewer hires and thinner investment plans. A guild cannot change the tax on a parcel. It can decide whether its members are findable and comparable online before the season starts.

Why this matters

A confidence index is not a sales figure. But the fall is concentrated in the present — current conditions at their weakest, hiring and investment pulled back — in the quarter when the year is made. For the associations that represent them, the useful move is to reach the season with members' products visible.

This week

  • Take the segment data to members: semi-durables fell 5.4% in October, so open the season briefing with clothing, footwear and accessories.
  • Ask ten members to search for one of their own products on a phone. If it does not appear, the buyer will not find it either.
  • Put the dates in front of them: Black Friday on 27 November, Cyber Monday on 30 November, and 11/11 before both.

Members enter Black Friday cautious — a findable catalog is a lever the guild holds

The tax on a parcel and the margin on a sale are set elsewhere; what a chamber or guild controls is whether its members' catalogues can be found before the season starts. vcity hosts a 3D marketplace for your organisation where every member's products are searchable and comparable — the link you send to buyers ahead of Black Friday. No promises on taxes or margins: those are the negotiation, not the platform.
